Anyone know an easy way to obtain this? DPW will not return phone calls or emails.

It is for each individual home, so you will have to pay a surveyor or the former owner if they had flood may have one. Call Jimmy Little in French Settlement if you need one.

I remember paying $400-ish to have mine done, but I was ignorant at the time and still am, so no idea if I got screwed or not.

Insurance companies can get them. My wife got the one for the house we just bought a few months ago and I'm pretty sure that's where she got it from.

The corps of engineers will do it for free, but you will have to wait on them. Otherwise, you can pay someone.
ETA...that might have been a wetlands determination. Having trouble remembering.

I got one about a year ago by going to permitting office and the lady there, Sharon, gave me a name of a dude.
Try that.

Unless they have it on file, they order it from a surveyor. In LA surveyors are generally the only ones who can do it. I was not aware of the COI doing it, but I would think that may be on a wetlands determination. In EBR if you need your elevation, you can look up LSU Dept of Agriculture site and it will give you the BFE?ABFE for your address, but a certificate gives the elevation of the home. You need a surveyor for that.

You have to pay for a surveyor or civil engineer to do it, should be about $350-450 depending

Thanks for the help. I transferred flood insurance from the previous owner, but the insurance company didn't have it. Told me to ask the owner....I bought a foreclosed house and want to get a flood cert for resale so no asking previous owner.
I will check with a surveyor

You don't need a certificate to tell if it is in a flood zone, you are wasting your money. You can tell from FEMA, LSU AG Center, or EBR. You only need a certificate to determine the rate you will pay for flood insurance. The certificate gives the elevation compared to the BFE. If you are low-higher rate, high-lower rate. The person buying the home if they are getting a Federally backed mortgage will need it.

This is LSU Ag center link. The parish will give you more if you can't find the address or it is close. If there is a question whether your are in a zone or not, then you need a survey to make the determination and a certificate to determine the elevation.
No reason you should get a certificate to sell it, unless your mtg company requires it.

It has to be a surveyor to sign off on it. The only way you can get it from permit office is to ask the records room if they have it on file. It's required to get the permit closed. That doesn't mean that they will give it to you though. It will cost about $350-$400 with a surveyor, and can be done in 2 days if they're not too busy. Look up surveyors on the capital region builders association webpage.

FYI, East Baton Rouge Department of Public Works, Inspection Division (225-389-3233) does maintain elevation certificates that are required whenever people build in flood plains. They were able to fax me a copy of the subject property's EC within minutes.
If you are building a new house in a flood plain or an elevation certificate wasn't required when the original structure was built, then you would need to hire a surveyor. Supposedly the market rate in Baton Rouge is $200-250.
