It's not racism or even classism that drives that map, I will tell you what does...
The DWI Task Force, unlike traditional policing, is pro-active. Meaning they don't go where they are called but rather get to choose where to work. The Task Force writes the vast majority of DWI's in Baton Rouge (thanks MADD).
So I present to you the following question: Given the choice, would you rather pull over or roadblock a high percentage of hot LSU co-eds or a bunch of lower income minorities that don't like the police?
Compare that question to the map and you get the answer of the Task Force officers.

They know mom and dad will foot the DWI bill. Folks from North BR are far less likely to pay any fines or fees and would just serve to bloat the system.
