More than three months after a Louisiana Legislative Audit report determined that the East Baton Rouge Parish Council on Aging used public funds to campaign for a dedicated 2.25-mill tax in 2016 in an apparent violation of state and federal campaign finance laws, District Attorney Hillar Moore says his office has not yet decided whether to prosecute the matter or if charges are even warranted.
Moore says attorneys from his staff met earlier this summer with representatives from the Legislative Auditor’s office to discuss the audit report. While that report, released in early May, does not suggest any criminal laws were broken, it points to multiple instances in which the COA appeared to have violated campaign finance laws—threatening its nonprofit, tax-exempt status—by using public funds and resources to campaign for the tax.
“We’re still reviewing it all,” Moore says. “Once we finish our review, do we say there is nothing criminal there? Do we need a grand jury? Do we issue subpoenas? It is still kind of early right now to say what we’re going to do.”
While the possibility of a criminal investigation hangs over the agency, the COA has spent the past few months trying to get out from the under the cloud of scandal and controversy that dogged it earlier this year. In May, the COA expanded its board of directors and adopted a stricter ethics policy and new accounting procedures.
They should lose their tax-except status immediately.

Hillar needs to stop pussy footing around all of this and take some action. there is too much corruption being outed and he is being too silent and slow. He has the rep as a good DA and i havent seen anything good in recent times.

Why would you say that? Being related to the DA and a law and order family would seem to be a pretty damn good qualification for that position.

My niece last month received the highest award in the state of Minnesota for her position where she runs a COA program. She also has a masters degree in gerontology which is the study of the elderly.
She has more experience than the clowns at the EBRPCOA and she does not make anywhere close to what the COA crooks make.
Something is very wrong when you have crooks who do not have years of experience or the education to run a COA, run this organization!

It's becoming increasingly obvious that Hillar won't touch anything that has a political flavor to it. I wonder if it will hurt him when he is up for re-election. When your DA won't touch hot-button issues because of potential political blowback, it creates quite a mess.

Or he works on it and everyone screams "unfair", "racist", "politics". Can't say as that I blame him to pass on this to someone who isn't conflicted. He has shown some pretty transparent reasoning, especially on the STERLING deal, in that he has been buddies with the officer's family for 30 years.
