Depends on what psi, what tip and how close but it potentially could.

Nah I masturbate with them all the time. Just have to make sure to put it really close to your dick, or else the pressure has time to build up from a longer spray.

Cleans the shite out rubber real easy and quick from mud, 3000 psi but used the most gentle nozzle but kind of pretty up close

It depends on which nozzle you use. You can blow mortar out of bricks with the right pressure washer and nozzle.
