It was a couple of guys who found a backpack in a trash can. They plucked it out, looked in and called police.

1 was a couple guys searching a full backpack in a garbage can for valuables and the other was an old lady walking her dog that saw a pressure cooker with wires hanging out under a mailbox that wasn't covered up.
In other words, they've been really lucky.
ETA:
Not to mention that race being delayed, which prevented anyone from being near the trash can pipe bomb in jersey.
