Outside of work hours only. Think about it before you answer give an explanation if you choose. I really think that I'm about 50/50. If there's a game or show that I want to watch, then TV eats a lot of time. If there's not something on TV, I have a bunch of time wasters on my phone (especially TD). Doing productive things is not a part of the question. frick that.

I go days without turning on my TV or computer at home. I'm on my phone constantly.

I watch pre-recorded TV (DVR) almost exclusively, including sporting events. So I can watch it whenever I want. I don't have to worry about whether "something is on" or not. If I don't have anything recorded that I'm in the mood for, I'll usually play a game on the Xbox or practice guitar. I spend very little time on my phone.
