Seems like a 3/1 celibration would make more since because it's the same julian day.

When do you think leap years occur? They occur every 4 years. We are in 2016. 4 years ago was 2012. Those were the correct leap years that was posted.

I think legally their birthday is March 1 in off years. I only know that because I have a friend that was born on 2/29 and she couldn't drink until March 1.
