I know one person that does. I assume it's locked most of the time.

I have a powered door with a bolt lock. The dog has a tag on her collar the makes it raise up when she walks up to it...no other animals can enter..or people, for that matter.

All the doggy doors I've ever seen have a way to lock them shut, or even a hard plastic cover that slides down and doesn't move.

Friend's neighbor had one. This was discovered when the neighbor discovered it was friend's cat that had been shitting on their kitchen floor and wasn't happy about it.

Some have a locking mechanism that only unlocks when the "key" is in close proximity, typically a sensor bob that goes on the dog's collar.
People who have classic doggie doors that are just a plastic flap typically have those doors to the outside in their utility or mudroom where the dog sleeps. There is another door which can be locked that seperates that area from the rest of the house.
