Serious.

I was never just dropped off at a mall or similar venue. When I got my license at 15 I did what I want.

But I wasn't raised by fools

I would say not long after the car was invented.

I thought anyone 17 and under couldn't be in Perkins Rowe without a parent past a certain time.

I dunno, most parents I know go overboard in the opposite direction. Their schedules outside work is all chauffering kids.

So you never had any kind of outside social interaction with friends before you got your license, but at 15 you were given total independence?

You might have been.

at 16, I'd hope they'd be smart enough not to go for a "ride" with a stranger.

No shite.. I mean, we are talking about a 70 yr old man. If he comes up to them, says some perv shite, they can just walk away. He is out in public doing this shite so its not like he is a real threat. Go let the store manager know there is some old creep trying to hit on the customers. Even if its not in the store, if the other stores in the area are aware of it as well, they are going to keep an eye out because they don't want customers to feel uncomfortable.

Its easy for a parent to overreact, but it can be handled without getting all worked up over it.

He's harmless.

If they are entertaining the conversation maybe they are too young to be left alone.

Most kids are taught to be respectful to adults. That is good parenting.

They may not know how to get out of a difficult situation.

P.S. I just saw the problem. Perkins Rowe is next door to the Jimmy Swaggart Bible College......
