The surveillance video doesn't help much anyways, it's extremely blurry and there are no distinguishing features, everything i covered.

I don't think this statement means what they want it to mean... patients who are not breathing/pulseless are worked on scene rather than transported. This patient was likely alive and relatively conscious, so they transported him.
