Twitter didn't like the scalability of it, which seems to be working fine for other tech giants. There aren't many skilled rails devd out there and some of the biggest companies in the world use the language. There is a ton of money and job security in ruby. Shitty .NET developers are a dime a dozen

You can also write Metasploit plugins with Ruby and use them to steal bitcoins from China. It's a very relevant language in the security community for other reasons as well and I don't anticipate that changing any time soon either.
ETA: The tech job market sucks in Louisiana in general, regardless of GE Cap, CSC, IBM and whoever else. It's not even in the sense that there are none, for me it's more the quality of the job. All of the positions that these companies offer are stepping stones to real jobs in larger markets, nothing more.

They always seem to be the ones with the most ridiculous salary expectations too.

I'm not sure if that's anecdotal. It's well known that those bigger markets offer higher salaries in just about every field.
