Common Core strikes again

Someone please explain to me why this is supposed to be a better way of teaching math. I could see them wanting the kid to illustrate both 5 sets of 3 and 3 sets of five, but not the assertion that 5 sets of 3 is the only solution.
Seriously, I feel like communists designed this just to teach kids to be more obedient to dictates, rather than being critical, intelligent thinkers.

What's so difficult about 5 groups of 3? The first number is the number of groups, the second is the number of items per grouping. Who wasn't taught that in school? I went to private catholic school and learned that
