The opposable thumb is a trait not gifted to dogs and cats by evolution. Thus, dogs and cats can not grasp tools. Thus, dogs and cats can not build houses. Thus, dogs and cats were not intended by nature to live in houses. Toss that fricker.

Ya we tried an SSRI....i think zoloft or lexipro. It was a nightmare getting him to take it, so that didn't last long.

Pretty much, all the advice is correct. You should get a black-light/flashlight from a pet store to find every spot the cat has marked and clean it with an enzymatic spray cleaner (also from the pet store). Use a citrus scented soap as well. The problem is cats can smell far better than humans so if other animals are marking nearby, the cat is going to react.
Try spraying outside with a diluted vinegar/ lemon dish soap solution near the perimeter of your house. If you have a raised house, get a hose-end sprayer and treat the crawl space with straight vinegar. Do it early in the day or you'll smell it all night long. If you have flower beds, other cats are probably using them as a litter box. (Careful because concentrated vinegar will kill plants and grass.) There are some outside plants that cats seem to hate the smell of, but start with orange peels or citrus rinds in your flower beds to see what works best.
We get a lot of wildlife and the cat checks out every available window routinely. (I had to catch a feral cat stuck in our basement window well last year.) Rabbits, birds and prairie dogs are just potential food ... interesting but no biggie. Other cats, foxes, raccoons, and coyotes are definitely the enemy and must be defended against at all costs. (And don't feed them or you'll just compound your cat pee trouble.)
