Car Remote/Key cutting recommendation

Anyone have any recommendations of locksmith, etc. who can cut center cut keys and program remotes around EBR/Ascension area? I have a blank, I need to get it cut and programmed. Dealership says they can't do it, they order them.

Kia Soul, bought it used and it didn't have a spare. My wife is worried my daughter will lose them/ lock them in/ etc.

Dealer can def program fob, but usually requires at least one other fob.
Dealer can also program transponder key. May can find instructions online.
Not sure about the cutting.
