Short version - construction company/ coworker thinks all clients are "his clients" / gets pissed when he's not involved on projects.

Very much so. Often the arrogance is a mask to cover deep-seated insecurities.

Nah, you can be insecure without being arrogant. It's pretty rare that someone is arrogant without underlying insecurities though.
