Story says it was a 2 story building, 2nd floor was vacant. He was stuck 20' above the street. Thus, any screams went upwards out the top of chimney, and couldn't be heard over street noise. I'm assuming the smell did the same.

He was 20 feet up and the second floor wasn't in use.
Plus the bad smell only lasts for a few days. The dude might have gotten stuck at just the wrong time (like a Daturday afternoon so he died over the weekend, and then there was a holiday early in the week so nobody was there to smell him.)

I know that building well. This particular fireplace was on the 2nd floor, built back in the days before there was gas or electric heat. The 2nd floor was unused and vacant for decades. That particular fireplace was bricked the entire way and vented out on the ceiling. Any "smell" would have been trapped by the brick masonry and then vented out on the roof. There was also no one on the 2nd floor to "smell" it.
ETA: He didn't live long. Im sure he suffocated as he slid further down the narrowing fluke and was unable to breath.
