No the lowes employees outside of lumber usually are. Go to plumbing, you will find all sorts of different diameters and connectors, as well as the glue you will need
Make sure its the white PVC not the off white.
I sent my wife recently to lowes and pinpointed the exact location in the aisle where it should be and the section employee sent her to the other side of the store like an idiot.

I would do two identical rings, probably larger diameter. Maybe even use some connectors that have a smaller diameter on one side and use a smaller diameter for the top ring.
1.5" inch pipe for the bottom ring and 3/4" on the top. Or we're you going to use noodles to keep them afloat?

Noodles on the bottom tie wrapped. We were going to cut the noodles in half, and wrap it around the PVC.

I want the top PVC layer to be 8 feet long.
The bottom maybe 9 feet, I'm going to base it off the top though.

Yeah 3/4", have some t's every 2 ft to add some rigidity. Make sure you get PVC glue. Comes in little aluminum cans like rubber cement. The light blue, rain or shine, will probably be perfect. Don't need the primer for something like this.

That's pretty legit, the closed cell foam works good.

What I meant was, that's the frame of the table, what's the top? Like what are the cups going to be sitting on. If this info is earlier in the thread, I didn't read it. I just saw you build the frame and say that was it except longer. What is going to be the "table top"?

Yea, that's not going to work very well.
I support my original suggestion. Treated plywood, paint it however you want, wrap noodles around it, zip tie said noodles to it and you have a floating table that holds off water very well.
