Because that defeats the purpose of what she was doing. It would have become a spectacle of police removing a girl from a flagpole, instead of about a girl climbing it to remove a flag - knowing she was going to go to jail.

She knew she was going to jail. Pointless to "stay up there".

They said last week it didn't have rope on it to lower it. That's why it stayed high when all the other flags were at half mast.
