My first reaction is this is done to avoid having to comply with the recommendations of the feds.

DA's office is saying "If you find something, then YOU prosecute it."

Possible?

ETA: personal relationship makes more sense

I'm not up to speed on legal proceedings in situations like this, but I thought he already said they turned the case over to DOJ in the first press conference. Does the DOJ usually just investigate and recommend charges or no charges?

I'm sure his office has investigated plenty of cases involving people he's had relationships with, much less they're parents. I like Hillar, just seems like passing the buck.
