Given her response, the standard has likely been set that pursuing someone else would be cheating. Especially when he dropped the "I'm talking but it's not serious" deal. I know I wouldn't be alright with how that went down if it was my SO and I know he wouldn't be happy if the roles were reversed.
If the standard hasn't been set regarding what's appropriate in their relationship and what's not and they're in a committed relationship that's on her as much as him IMO. Most normal couples have that conversation before it "gets serious".
