I know this isn't all on Mitch, in fact most of it is the result of decades of no maintenance and blatant pay-offs to City inspectors for illegal lines and taps. This is a great example of why building and construction codes matter. I know a lot of people here are small government, but this is one task the government should put resources into to make sure its done correctly.

Not surprised at all. When you start digging underground in an area that old and congested you had to know there would be lots of bullshite. It's not like they would have a pretty little set of accurate engineering drawings to go off of.
And of course the code violations would be a given

Everything I've heard about this company is they're pretty damn solid.

Yes it's sketchy how they were picked, but their reputation is good.

And this had to be expected. No one had any fricking clue what they'd find under those roads. Its like an archaeological dig

Good, maybe they'll realize how stupid this is and spend that money on roads that actually need fixing

I agree, but its important to recognize while some of these just slipped under the table, many of the illegal taps and lines could not have happened without someone from the City and SWB noticing. Which means incompetence and pay-offs, probably both.

I'm sure they are only getting about 4 productive hours a day due to the hands constantly having to look over their shoulders for pick pockets, rapists, and murderers!!

Costs for additional armed guards to protect the workers and supplies from being stolen in the French Quarter by criminals has driven up the price.
