I read a book once by a futurist who said this exact thing would happen. White Americans would eventually give up on the Deep South and move west. Eventually the US would annex much of western Canada.

Give them AR, LA, MS, AL, and GA if they promise to relocate 90% of all AA's.
Then, build a wall around it.
even better would be to give them the peninsula of Florida. Wouldn't need a long wall and then they'd be surrounded by water on the other 3 sides. Should pretty much lock them in, save for the few pirates they have.
