The way the question is written is ambiguous and 2 and 288 should both be acceptable answers.

No. You add 9+3 and then work from left to right. It's the only way.

Mine gives both if written the below ways:
48 / 2 x (9+3) = 288
48 / 2(9x3) = 2
This was a PE approved Casio fx-115 btw. The "x" is the key here.

MATLAB, Python, c+, c++, Wolfram Alpha, Google, PHP, Perl, and Ruby all say 288
