Most daycares call the mother and father and even secondary emergency contact if a child doesn't show up for daycare as planned since most daycares request that you let them know if the child will be out. It's typical protocol for daycares to call, text, and email (three points of contact) to ask about the whereabouts of the child if the kid doesn't show up. Huge ball dropped on the part of the daycare if it didn't do this, as it would be further evidence of the Harrises intentions and the daycare would've covered its liability.
