For someone over 14-15, I'd write teen, youth, etc. But I don't know the author's background. In my family the old folks call anyone under 40 a child.

Understandably so..... but someone whose job it is to report facts and information should be held to a different standard than grandma sitting on the porch swing calling passerby children..

I'd agree with 16 when you're able to drive a car and directly impact the world around you. At that point, you're not an adult, but you're also not a child because you have certain responsibilities. I see a 15 year old as a child because most 15 year olds are still dependent on their parents for everything, including transportation.

Depends on what they did.
15 year old is treated as an adult if they are caught sexting.
For insurance, 26 is still a child.
