Are 16+ year olds really "victims"

I can see an argument for a female, she falls for older teacher/mentor and thinks he loves her so she sleeps with him. However, I can't see a real argument for a male.

Man, it sure is incredible how much changes in the mind of a 16 yo to a 17 yo. It's like the day they turn 17 they are magically mentally able to handle an adult relationship

I guess from that question I can deduct:
1. You're a female
2. You teach at a local high school
3. You're trying to validate in your mind the 16 year old you just banged.

I guarantee you the average 16 year old female is more mentally mature than the average 16 year old male.
I'd love to know how many of these female student/male teacher relationships were initiated by the female student.

What's more amazing is that at 18 years old, you're old enough for sex with anyone and everyone you choose, to vote, to enlist in the military, and to buy a gun, but you're not old enough to buy your own beer.
