It isn't legal, but it isn't illegal. At least not in Alabama. It is referred to as an open title, and slimy dealerships will do that to avoid paying taxes.

Interesting. It's not illegal in Miz as long as you actually transfer at the DMV. Even if you get pulled over before you do the transfer you just show the cop your bill of sale and roll on down the road. I've had the same plates probably my last 4 or 5 cars.

When I donated my mom's car, I was told to take the plate to the DMV and get a receipt. Wasn't this how some people got into insurance trouble on the news recently because cars were sold but still registered to them and they were expected to pay insurance? Definitely should remove plate.

Do you have to go to the main DMV to turn in old plates or will the express ones do it?
