People like this are scum. I wish the criminal penalties for stuff like this was much greater. You are basically stealing thousands of dollars from people.

In that industry a few bad developers can have a lasting trickle down effect. Developer screws contractor who screws subs. Eventually the entire industry is poisoned.
I built an office using a pretty well known GC and the guy in charge would regularly lie to my face to get me off his back. Major issues in the HVAC system were being ignored and I'd point them out...he'd lie then keep right on fricking up.
This isn't my only experience with it but I know others who had much worse with contractors not paying subs, and subs stealing materials etc. It's a tough industry and when you find a good guy, you hang on to them and try to get them to your friends too.

Rule #1, if a contractor needs money up front, look for another one. Never let a contractor get "ahead" of you.
Rule #2, when you pay the contractor off as for receipts for all of his materials marked paid in full.
Rule #3, hold back a percentage of the money for at least a month to take care of any latent defects that you may find after the job is complete.

I was in a meeting with a commercial developer and a GC when the GC asked for money up front. The Developer said, "no problem - we will deduct that amount from the deposit I need you to give me", everyone sat there staring at each other for a full 30 seconds when the Developer said: "See how fricking stupid that sounds for you to ask me for money before you do any work?" It was awesome.
