Alternate history spinoff of serial killer thread: Mr Bundy goes to Washington

By all accounts Ted Bundy was intelligent and personable, in addition to being a sick frick. The judge who sentenced him to death told him it would have been a pleasure to have him practice law in his courtroom. Let's say he's a little luckier, or has a little more self control, and never gets caught. Like many successful young attornies, his thoughts turn to politics, and he gets himself elected to Congress. What happens from there?

We don't know what race the 5 hookers he killed at SMU were. Would a black hooker only count as 3/5ths of 3/5th?
