The lightspeed delay to Mars is anywhere from 4 to 24 minutes, so they have to roll it forward maybe a foot or so and then wait that long (times two) before they know it is safe to move forward again.

They almost lost one of the first rovers due to this, they sent a signal and the rover moved a bit further than expected and started trying to climb a rock. It got pretty close to tipping over before it stopped to wait for the next signal.
