Not really. Detroit lacked the diversity (business/industry) Houston has. It would certainly hurt Houston but not cripple it like Detroit.

Houston is a "new" city and doesn't have a large African American population that has been ghetto-ized for decades upon decades like Chicago.
Time and decades of stagnation in the social status of your city has as much to do with pervasive crime as does any other factor.
