Does wheel balance apply, is it necessary at the very center of a wheel ?

Item in question.

I have a A/C wheel fan that connects to the shaft with a standard hose clamp

Hose clamps are obviously heavier on the screw head side.

Does the orientation of the clamp matter to keep it in balance ?

Just put on the hose clamp, turn the AC on, and see if it wobbles for yourself.

The closer the out of balancing mass is to the center of your rotating object the less effect it will have.

I would think the mass of the hose clamp that close to the center of rotation would not cause an imbalance.

Do you mean which way the screw is facing? Like is the screw facing towards the rotation or if it is facing away?

If that's your question, then the answer is no, it does not matter.

The screw runs perpendicular to the shaft, or in same direction as rotation
