There are a couple of guys that could be solid depth.

Usually, there's 2-3 that should play, and maybe 4 total that will make it.

No knock on Muhammad, but unless Hendrickson busts out big or someone gets hurt the numbers say he's destined for the PS, which only adds to your point about depth.

I'm not real sure about Muhammad on the practice squad... his history seems a little worrisome.
If he makes the full roster, I could see him behaving. If he's on the PS, you're asking him to just practice, and not get much/any chance to play, and you're giving him cash to spend in NOLA. I don't know how much of a new leaf he's turned, but that sounds like potential trouble.
Travin Dural, on the other hand- you hand him the playbook and highlight the Devery Henderson plays, and tell him that if he gets back to 2013-2014 form he's part of the WR rotation, in that role.
Tell him up front that he has 1 year of PS to get back to that level.
I think they did something of the sort with Coleman, telling him he's the next Colston, if he can do it.

Did you even read up on what Muhammad's character issues were? Because you are way the frick off from what the concerns were.
