biggest 3 names on who to rank and availability to 11 spot is: Foster, Barnett, and Taco. Maybe a Reddick or Conley could be wildcard names.

Love these things. If I'm ranking prospects, I'd go (and yes I know this will be a bit wild):
1. Hooker
2. Garrett
3. Thomas
4. Adams
5. Lattimore
6. Howard
7. Allen
8. Watson
9. Foster
10. Reddick
11. Boles or Davis
Also, mine isn't specifically tied to the Saints' needs. That would just be my ranking of the top 11 prospects independent of team or need.
1. Hooker
2. Garrett
3. Thomas
4. Adams
5. Lattimore
6. Howard
7. Allen
8. Watson
9. Foster
10. Reddick
11. Boles or Davis

3. Adams
4. Thomas
5. Lattimore
6. Foster
7. Allen
8. McCaffrey
9. Reddick
10. Barnett
11. Taco
I really struggled at 10 and 11.
Bonus 12 and 13:
12. Fournette
13. Mahomes
This is specifically for the Saints, it would look different if I was just ranking players (I have Adams @ #2 and Fournette @ #3)
2. Hooker
3. Adams
4. Thomas

6. Foster
7. Allen

The more I look at the draft, the less I like the 11th pick. To me there is a clear drop off after around 7 or 8. From 9-20 there's another tier.
As always, I think trading down makes sense. I don't like Charlton in the top 20. I wouldn't draft Foster at all. He's stupid.
Reddick doesn't seem worthy of a top 11 pick to me. WRs are more talented but not as much of a need. Would rather get someone in the mid rounds.
Perfect scenario is some stupid team like the Jets takes future bust Mitch Trubisky and someone else reaches for one of these shitty QBs and someone like Allen falls to us.
Would love to trade down and get another 2nd or 3rd but so would everyone else.
Bottom line is the team absolutely needs a DE more than a CB imo. You have a ton of bodies to throw at CB already: Breaux, Williams, Moore, Swan, Crawley. They aren't world beaters but they are better than what's behind Kikaha currently.
Also need a RT. The backup isn't on the roster currently since Peat is pretty much now entrenched on the left side.
I think the Butler trade gets done and we give them back 32, meaning 11 HAS to be a DE.
2. Thomas
3. Allen
4. Hooker
5. Adams
6. Lattimore
7. Barnett
8. Fournette
9. Howard

THIS is exactly the point of this exercise.
So you would take McCaffery over Reddick, Barnett, and Charlton if all were available? That one kindas sticks out to me.

The purpose is establishing a Saints big board not an overall generic big board

Yes, I think so.
I think McCaffrey is a blue chip prospect in this draft, along with Garrett, Adams, Hooker, Lattimore and Fournette.
He would be absolutely unstoppable in our offense. I think that we have much greater needs and I wouldn't blame them for passing on him. But for me, he is can't-miss.
