1. By Competition Committee; Permanently moves the line of scrimmage for Try kicks to the defensive team’s 15-yard line, and allows the defense to return any missed Try.

2. By Competition Committee; Permits the offensive and defensive play callers on the coaching staffs to use the coach-to-player communication system regardless of whether they are on the field or in the coaches’ booth.

3. By Competition Committee; Makes all chop blocks illegal.

4. By Competition Committee; Disqualifies a player who is penalized twice in one game for certain types of unsportsmanlike conduct fouls. Amended to one-year only.

5. By Competition Committee; Changes the spot of the next snap after a touchback resulting from a free kick to the 25-yard line. Amended to one-year only.

6. By Competition Committee; Expands the horse collar rule to include when a defender grabs the jersey at the name plate or above and pulls a runner toward the ground.

7. By Competition Committee; Makes it a foul for delay of game when a team attempts to call a timeout when it is not permitted to do so

8. By Competition Committee; Eliminates the five-yard penalty for an eligible receiver illegally touching a forward pass after being out of bounds and re-establishing himself inbounds, and makes it a loss of down.

9. By Competition Committee; Eliminates multiple spots of enforcement for a double foul after a change of possession.

they need to just go ahead and eliminate kickoffs then. Maybe next year they will actually do it. But stop beating around the bush.

I mean its clear they want to do it right?

so they moved up the kick off spot so there would be more touchbacks. now they add even more yards to kicks from touchbacks? this seems completely unnecessary.

I thought these were already rules.

I think that is what the league wants to get to, but the problem with eliminating the KO completely is you then eliminate the onside kick.

I see this backfiring on the league. I think you will start to see more kickers practicing a "pooch kick" and trying to get a higher arch and have the ball land inside the 5.

I wonder how this will affect the placement of the ball after it goes out of bounds. If they keep it at the 35, some coaches may take the 10 yard risk to try to pin the returner to the sideline.

FINALLY. This was the single worst rule in football. For instance it's 4th and 3. Receiver steps out of bounds before coming back in and catching 5 yard pass for a first down. Illegal touching is called. Options for the defense are as follows. Option 1 - accept the penalty. It's now 4th and 8. Option 2 - decline the penalty thus making an illegal catch a legal catch giving the offensive team a first time on what should have been a turnover on downs.

What does this even mean? If there are multiple infractions the team is only presented with the best possible spot penalty from the previous play and the other penalty is disregarded altogether? or does it mean something else?

I like this a lot. I cringe when I see those. Those big hogs are so fast for their size and hitting them that way is just asking for trouble. Especially since the hit is usually at least partly blind.

Yea to me it seems like they have made it easier to kick touchbacks, but are now making teams a little more reluctant to kick them (if 5 yards is truly a big deal to NFL head coaches).

Seems counter productive.

So, I have a question about this. They view a player's hair as part of his uniform, so if someone pulls part of the uniform above the nameplate (in this case, the hair) will this be called?

I have to think ST coaches will start trying to sky kick it inside the 10, hell, inside the 20.

i dont believe so. but who actually knows until they are forced to rule on this. the nameplate thing is good in theory for safety but is a huge mess logically. they are really fricking with defenders now.

I know there was a proposal to eliminate OT in the preseason. I am shocked that has not been passed.

At least defenders are getting a break with chop blocks being taken out.

They should make a rule that hair can't be longer than the top of the nameplate.

The touchback move up actually discourages them.

So they are actually encouraging teams to try more high kicks to keep the ball in play.

Also about time they changed the illegal touching rule. Never made sense to take five yards but give them another try.

And yeah about time they took out all chop blocks.

It encourages the receiving team to down it in the endzone rather than taking it out.

Yes the receiving team, which they often do anyway.

The kicking team will want to kick it with a higher arc to keep it in play.

I was surprised they let those go for so long especially since they are all about players safety these days. I figured they'd make a better effort to do something about it once they started flagging players for horse collaring.

some of the changes they've made are for the better but I think the horseshite calls like illegal contact have soured the game some.

and its even more frustrating when they throw a flag on some action that has nothing to do with the play. Like impeding the route of the WR all the way across the field. Just shite like that.

but that also falls on the player for lack of awareness too.

A third of the roster is special teams players, some guys play their entire careers hoping to start on special teams, it's an integral part of football, it's an exciting part of football, there are already rules in place like a fair catch to stop injuries, and special teams is a great way for a coach to give a guy a shot, and also
