That was a face-to-face replacement for the head hunting form of tackling that was banned.

Yeah, that is not what I was talking about, also not what the parent I talked to were saying was being taught to their kids in younger football leagues before things started migrating to flag football. Here are some links to what they were talking about, I think. I can see now it's not a hip drop because dropping low before contact and you are not using your body weight/momentum to pull them down so much as trapping their legs and rolling them down.

From what I understand it's basically when you have your arms around the ball carrier's torso, then swivel your hips to shift your own weight, or drop your own feet out from under you to bring him down.

I think the legs part is going to save a lot of people from fines/penalties.

They are not banning all hip-drop tackles, only the hip-drops with a swivel. Meaning the hip drop tackle where the defender finishes the tackle by swiveling his body over the offensive player's legs. They said it happens on average once a game and causes a 25% increase in injuries. Last season 14 injuries were associated with this tackle.

If you look at the examples they provided, it's really nasty. How anyone escapes it without shattering their ankles is a miracle.
