Who is better out of him and Shane Ray? Denver is declining Ray's option as well.

Precisely, it just means the 5th year option is too risky for their current play or health concerns.
Kyle Fuller's 5th year option (8.526m) was declined due to missing the entire 2016 season and inconsistency in 2015, he balled out in 2017. Chicago re-signed him to 4/56m contract this offseason.

Jaguars are loaded though defensively, front 7 and all. They got a kid behind Fowler that they really like, so he could be expendable.

Oh I agree, I meant it at most cases. Jags are in a unique situation that Ngakoue is better and is a 3-down DE.
They might not be able to afford to pay him and Fowler, and paying 14.2m for Fowler who plays only 40% of the snaps and your 3rd DE isn't good money management.
