Division Titles really don't because it largely doesn't matter(although that'll change somewhat in realignment.)

Only thing that matters is winning it all.

No one really cares if you win the east and lose the finals for example.

because turnover and changes in football are drastic from year to year.

Even with franchise QBs and players, most of the time the turnover of a successful team is too heavy and you see a team begin to struggle and another team in said division takes over.

Also, the improvement of most teams usually happen at a faster rate in the NFL than the NBA.

What are you referencing here? I hadn't mentioned the NFL since the 1st page. If you are bringing up my Saints/Falcons example, are you saying that it's alright for a sub .500 NFL team to go to the playoffs (with home field) over a team with a better record. But it's not right that it might happen in the NBA because football is more unpredictable than basketball?

Also, why did you guys skip over my last post? I thought I had pretty much debunked the proposal in the OP and showed that it had the same problems as our current system.. oh well..
