They sell a special League Pass for Summer League, but that's easy for the league to cover since it's the same 2 locations every year. I'm guessing this comes down to the local broadcast contract, FSNO doesn't want to pay to broadcast a game that 5 members of the PT will watch. Even if the league gave them the rights for free they may not want to do it since each broadcast does cost money to produce.
