How do you figure? It's not a lack of talent issue. It's either lack of technique which falls on the coach or lack of discipline, which also falls on the coach.
ETA: sure, one bad screen is on the player. J Smoove averaging a moving screen per game with no improvement is on Monty.

No, but it is a youth issue. Young team. They started off terrible, but they have improved and have played good ball as of late.

Um. Hornets aren't exactly knee-deep in talent, especially on the bench.
Can't say I've seen enough games to comment on a recurring moving screen problem but that particular on looked like Rivers was at fault. Rivers started before Anderson was set, pretty sloppy play (not surprising from Rivers)
