In the article is says the Phills jersey wasn't raised in the New Orleans Arena & only the practice facility. I am pretty sure it was raised in the Arena when the Hornets relocated.

It certainly was in the Arena when they relocated to New Orleans. But i'll be honest, I don't know if it still is now that the Pelicans gave the Charlotte Hornets' history back to Charlotte last year.
