Had a discussion the other day that Buck Owens- together again is acutely a sad song. The reason the music doesn't match the lyrics because the guy knows that it won't last or he's trying to convince himself they are back together

Surely one of Jason Molina's projects has been mentioned in here, but if not this one is a favorite of mind from the Songs: Ohia 'Didn't it Rain' album.
Jason Molina wrote some truly depressing, but gorgeous, songs about death and his struggles with alcoholism. An all time favorite artist of mine. RIP.

And a "saddest song" list can't be complete without an elliott smith track. so here's one of my favorites from him.

And finally, this bruiser..
Devendra Banhart - I Remember

Lots of great sad songs of all genres in this thread, but I have to say that the one that had the saddest impact on me when I first heard it was George Jones’ “He Stopped Loving Her Today.” Also had the pleasure of seeing him perform it in concert shortly before he passed away.
