Neither one is "psychedlic" especially not Tomorrow Never Knows at least not on pink floyd's level.

If we are going to be technical, Bob Dylan invented psychedlic rock.

When I think of who was mostly responsible for pioneering psychedelic rock, i think pink floyd. Beatles meh, not so much.

This is a little different than saying that Sgt. Peppers wasn't a psychedelic album and Tomorrow Never Knows wasn't a psychedelic song.
