It's not always about having a pretty voice. Dylan had the perfect voice for what he was singing.
Can I add some nominees: Roger Waters, Tom Waits, etc. I'm sure I'll have more.

Most poetic I feel in that he rambled. VERY interprative. First person I "heard" (wasn't alive yet) doing sort of a spoken word thing live.
If John Prine has not been mentioned, I will throw him in there. Country Dylan essentially. Just as good as Dylan in a handful of songs. "Naked as the eyes of a clown." Just a throw away line in a silly/serious song, "The Way the World Goes Around".
Having heard Prine in interviews on youtube, he really approached songwriting as stories. Sort of like a novelist would tell it, or a short story writer. Uses terms "story" and "characters".

Townes is the greatest lyricist I know of but I wouldn't put him in the rock category. Prine gets my vote for #2 lyricist but again, isn't really rock. Dylan is more Folk.
Lets be honest, rock lyrics are usually pretty terrible.
Zevon's been mentioned - he's usually interesting. Neil Young has written some great lyrics (and some real duds too). Pete Townsend - I love his work with the Who but his lyrics really aren't that great, they just don't suck like most rock lyrics do. Robert Hunter was a good mention - Franklin's Tower is about as interesting as it gets for lyrics.

You could argue Cohen was better than Dylan from a pure poetry standpoint, but Dylan's overall output is more impressive.

Leaving out Roger Waters is criminal. As much of a complete and total piece of shite as he is, Some of his lyrics are among the greatest ever written.
