When/Why did Comedy Central decide to start their shows at weird times?

SouthPark on right now, running from 3:52-4:22
Every show on the channel starts five minutes earlier than it should.
(Is this just a Uverse thing?)

They put on crappy movies at 1 and they sometimes don't fill out the two hour block and they throw off the rest of the programming.

somebody needs to step it up like tbs used to with the :05 shows

Okay...
I rounded down. This particular Show has that run time. But Tosh.0 on Later starts at 6:54.
Then Lewis Black at 7:56.
What I'm saying is, it isn't like every show starts at 5, or even 5:05. They all start at crazy random times.
So if I want to watch Daily Show or something later, i have to make sure I start six minutes before the time its supposed to come on.

maybe commercial sponsors ask this to get some face time for the DVR generation.
