yeah but Jason doesn't come around every single summer. Sometimes he's gone for like 4 or 5 years or longer.

They show the Sunnydale welcome sign in the beginning of the series and at the end and the population is considerably lower. It was done on purpose to illustrate how often people are killed.

Not a single town, but the small fictional county of Midsomer in the British mystery series, Midsomer Murders, has an extremely high body count in each episode.

It has to be South Park in the first few seasons. The town was having a murdering spree, riots or getting completely destroyed in almost every episode.

To be fair, for one of those times that Buffy wasn't around, she had just sacrificed her life to save the world and was residing in Heaven before her friends decided that it would be better to rip her from paradise and return her to the killing fields.
