Ahh your mistake here is thinking Dorothy is pushing the narrative.
Glenda the "Good" Witch is actually the villain. Dorothy is her unwitting patsy that she uses to do her dirty work to keep her name clean. She brings that house down on her sister and acts like Dorothy controlled it when she is the only one in the situation that has magic powers. She has her slave munchkins sing songs to fool Dorothy into thinking all is well. She then puts the slippers on Dorothy that she knows the unfairly maligned Wicked Witch of the West (who was likely made green by a spell from Glenda) will want forcing her to go seek out the Wizard of Oz in the process.
Glenda as an actual practitioner of magic obviously knows the Wizard is a charlatan who is full of shite and clearly uses him as a puppet to rule Oz while she works in the shadows consolidating her power. She could have sent Dorothy home any time she wanted but waited for her to kill her rightfully outraged sister in a plot designed to make it seem like self defense. Now that both of her sisters have been murdered and the Wizard has been outed she can take over Oz and rule with an iron fist.

Ehh, I think I may have absorbed most of that from all the recent movies that show the traditional villains actually being a victim like in Maleficent. Even in the most recent live action Oz movie with James Franco the Wicked Witch of the West was actually screwed over which is why she turned evil.

Regardless of what anyone thinks of the movie, I can't think of a single movie villain I instantly hate more than him.
I see a picture or clip of him from the movie and instantly think "frick you."

Red Grant in From Russia with Love. He was basically Spectre's own James Bond. In fact, the resemblance is almost striking.
