Solid list IMO. I'd like to throw out a few more:
Scar from The Lion King. Fantastic villain and Jeremy Irons voiced him to perfection IMO. Plus, how many Disney villains do we see committing domestic abuse?
Doc Oc from Spiderman 2. Another great villain in one of the best comic book movies ever made. Sure, he was pretty cartoonish, but so was the movie and it was a perfect type of setting for a comic movie IMO.
Simon Peter Gruber from Die Hard With a Vengeance. It's Jeremy Irons again, but I remember how awesome he was the first time I saw that movie. Such a clever villain and I loved all the brain games he put Willis/Jackson through. Very cool bad guy.
The T-1000 from Terminator 2: Judgment Day. He's almost the perfect villain. He's smart, crafty, can shapeshift into almost anything. And more than anything else, he's fricking relentless. He should easily be on this list IMO.
I always joke about it, but I really think Phillips from The Sandlot is up there in terms of great movie villains. Even though he's only in the movie for like 5 or 10 minutes, he's fantastic, and he perfectly plays the "a-hole sports douche kid you'd most love to beat since he loves to run his mouth" from everyone's youth.
John Doe from Se7en definitely needs to be on here as well. He was such a great and terrifying villain. His motives couldn't be more clear, and it was scary how good he was at accomplishing what he set out to do, and how in-control he was at all times.
