Someone help me out with movie trailer, trying to figure out the movie

I saw it in theaters a while back, I originally thought it was hell or high water but that's not it.
The premise of the movie is along the us Mexico boarder there is some American "patriot" trying to keep out illegal immigrants. The main thing I remember from the preview is the guy had a German shepherd that he would sick on the people trying to hide from him. It looked pretty intense. Anyone know what movie that is?
