I don't think his character was supposed to be retarded. I think he's just supposed to be out there. Otherwordly kind of. Disconnected from the world in a real way. All he knows of the world is television. It's more about making a point about people being disconnected than developing a character that is mentally challenged. That's what I got out of it anyway. I don't think he qualifies.

ETA: it's like the idea of Prince Myshkin in The Idiot. He isn't really an idiot. People just can't relate.
